The Triangle Website members volunteer their time and knowledge of key issues that have blighted this area of Anfield for many years! Rockfield Project Disposal of City Council Properties pt4 Alternative options considered:
If the Council does not proceed with the disposal the properties will remain vacant and will frustrate attempts by others to refurbish other properties and improve the area. Consultation: The scheme proposed has been the subject of consultation within the local community via the Anfield/Breckfield Housing and Physical Regeneration Group, the Rockfield Residents Committee and Neighbourhood Management Team. Consultation with Ward Councillors and outcome: Ward Councillors have been consulted and are in support of the scheme. Executive Member for Housing and Neighbourhoods was part of the panel that selected AHDC to deliver the scheme. Financial implications: On disposal of the properties the Council will receive a capital receipt of £1.00. An overage provision will be included in the disposal terms to ensure that the Council receives a share of any profits made through the scheme. Best Value: The scheme will improve the properties to a high standard, and provides decent homes and an opportunity for residents displaced by the existing Anfield/Breckfield redevelopment to purchase new properties, whilst ensuring that community aspirations are realised for the refurbishmentand sustainability of the area. It will realise significant private sector investment in the area, without any further public funding requirement. Equality implications: The scheme provides an opportunity to bring forward the programme in this area at a quicker pace than the public sector would be able to, therefore helping meet the recommendations of the Race Equality Impact Assessment (REIA) of Liverpool’s Housing Market Renewal programme. Corporate strategy: The Rockfield scheme meets aims 1 and 4 of the Corporate Plan. Budget and Policy Framework:
Community safety implications: There will be a reduction in risk to the community associated with vacant and derelict buildings. Neighbourhood Management implications: The decanting of residents from the Anfield/Breckfield redevelopment area into this scheme has been discussed in detail with the Neighbourhood Team and the scheme has been worked up with the local community. There will be a reduction in problems such as anti-social behaviour and fly-tipping as a result of the refurbishment and reoccupation of vacant properties. Report attached: No |
