The city council and Arena housing have in the recent past blamed AHDC for this mess, therefore I have been further researching this subject.

Quote: liverpool.gov.uk The Affordable Housing Development Company (AHDC) was selected in February 2006 as the preferred private sector "partner" in the Rockfield area and they carried out a refurbishment programme to tackle vacant properties owned by the City Council and Arena Housing in Tancred Road. Arena Housing is the lead Registered Social Landlord in the Anfield / Breckfield Renewal Area. However, the contract between Arena Housing and AHDC ended in May 2010.

My research has revealed that AHDC (Rockfield) went into receivership sometime between July and November 2010 with liabilities of £88,083 and a net worth of £-1,530,527.  Accounts filed on: 19/11/2010 for period to: 31/07/2010.

There is something not quite right with AHDC - Rockfield. The address used by AHDC is 115 Craven Park Road South Tottenham London England N15 6BL. A quick search on Google Street lead me to

In March of this year (2012)_ The Affordable Housing Development Co. (R+D) Ltd. did not exist (under this name) on the list of 10 company director or secretary appointments associated with Mr Moshe Kraus. Martin Kraus now has two Company Director ID numbers and Moshe Kraus has one - I'm not at all knowledgeable about company law - but, I always assumed that you could only have one Company Director ID number.  Not too sure when or how this happened - I’ve not been on the company-director-check.co.uk website since March this year.

Liverpool Football Club sold 10 properties to AHDC to enable a pilot scheme in Skerries Road to be carried out. The sale made it feasible for AHDC to refurbish the properties commercially and establish an asset base against which the company could raise additional development finance.

Thanks to the success of the pilot, AHDC bought 252 houses for £1 each from Arena Housing Association and Liverpool City Council, and claimed to be investing millions of pounds in the Rockfield Refurbishment Project.

I knew that AHDC had bought the properties in Tancred road at prices well below market value, but I'm shocked that it was 252 houses for £1 each! I'm not sure who currently has legal ownership of the houses that AHDC bought but didn't refurbish.

Research has shown that AHDC reformed as Regeneration Express Ltd – although I have not found any evidence that Moshe or Martin Kraus are involved with this new company.

Ian Robinson  who was Chief Executive Officer of AHDC is now the Chief Executive Officer for Regeneration Express Ltd and Howard Waldman, the former operations manager at ADHC North West, is now the operations Manager for Regeneration Express Ltd.

Regeneration Express LTD was formed in 2010 (Company Registration Date: 20/07/2009) by a group of committed regeneration professionals. In fact all of the staff at Regeneration Express are the staff and consultants for/of the Affordable Housing Company (AHDC) with whom, some of them had worked for up to 7 years.I suspect that - Liverpool city council and Arena housing were fully aware that this new company had been formed.

Regeneration Express Ltd claim in a brochure on their website: Our work has successfully transformed houses in Skerries Road, Liverpool from 3 bedroom standard Victorian houses into homes that has at least 10 buyers’ waiting for each one of them as we were still building! The work being done is outstanding and offers an affordable home as well as a brilliant investment..

Ian Robinson: I told one housing regeneration colleague that she could have £100m within three months for a complete regeneration area, she found it difficult to believe. ‘She told me, "Clear off, I’m busy",’ he says.

Working as a consultant, he introduced AHDC to a number of councils, but to no avail, until the company approached Liverpool.

1. LFC need land and over the last decade or so they've been buying as much as possible. They have added to the dereliction and abandoned look of the area by keeping scores of their properties unoccupied, boarded up and ill maintained. Over the years, LFC bought up a number of properties on both sides of Lothair Road (not just immediately behind the main stand) – but they were left to fall into decay and dereliction. The road became the target of vandals and arsonists, with 16 (not 14) separate fires in the properties over six years, causing misery to the few residents who remained. LFC land - banking dates back to David Moores' time at the club, it was adopted by H&G and until recently still existed under FSG. Someone at LFC took the decision to do this and until recently they continued to do it. LFC and FSG know how to play the "media" game - with sound bites and PR men neatly avoiding the fact that for many years they have been land-banking properties in the area therefore they played a part in creating or at least adding to the blighted problem.
2. Arena Housing (Your Housing) who are Registered Social Landlords (RSL) with a Corporate Social Responsibility, own possibly the largest number of empty properties in Lothair Road . 2a. Why is a government funded housing association with a corporate social responsibility charter - allowed to actually negate that responsibility by boarding up and neglecting their properties over a very long period of time? Arena have in the recent past, said that they won't spend money fixing their properties because LFC might want to demolish them! 2b. Has that been Arena's policy for the past 10 - 15 years? 2c. How can Liverpool football club's indecision dictate a government funded housing association's policy?
3. Liverpool City Council own properties in Lothair Road but beyond that, they hold immense power when it comes to procedures for dealing with long term empty properties. These procedures enable the council to force owners to think about the long term future of their EMPTY properties and to bring them back into use - yet not one (as far as I am aware) of these many blighted properties which are an eyesore and have had a negative effect on the neighbourhood and its residents, has had such measures implemented upon it.
