Research suggests that in the eyes of the Law a corporate entity is given status as a person therefore they are liable and answerable under the Crime and Disorder Act 1998 just like the rest of us. Our complaint is against Liverpool Football Club and Your Housing Group whom we accuse of long term anti social behaviour towards the downtrodden residents of Lothair Road, Alroy Road, Rockfield Road, Walton Breck Road and Anfield Road – all immediately surrounding Anfield stadium. We have amassed a lot of evidence to substantiate our claims and we wish to pursue our complaint in lawful accordance with The Crime and Disorder Act (1998). As far as we are aware anti-social behaviour is defined as: behaviour by "any person" or group which makes another person or group feel harassed, alarmed, threatened or distressed. Behaviour that lacks consideration for others and may cause damage to society, whether intentionally or through negligence. If this definition is indeed correct, then without doubt long term anti-social behaviour has been allowed to go unquestioned in our community for more than a decade. Over the past 17 years, LFC bought up properties in Lothair Road, Alroy Road, Lake Street, Tinsley Street, Rockfield Road, Walton Breck Road and Anfield Road – all immediately surrounding the stadium – but these properties were left in a premeditated process of managed decline. According to Larry Neild (Anfield's latest changing rooms - Echo - 12 April - 2001) LFC own more than 200 homes around Anfield stadium. Because of these 200 homes and a further 265 empty homes belonging to Arena/Your Housing Group the area became the target of vandals, car crime, scrap metal thieves and arsonists WHO ACTED WITH IMPUNITY, causing misery to the few residents who remain.
The residents of this community are the victims of premeditated anti-social behaviour - we didn't cause this blight, our families, our friends, our neighbours and the local business owners didn't cause this blight, yet we are the people who have suffered and are still suffering the consequences and repercussions of this long term premeditated neglect of a neighbourhood and it's people. We feel harassed, alarmed, threatened and distressed every day of every year that this social crime has been permitted to continue. The football club and Arena/Your Housing have been running down the area surrounding the stadium deliberately, you don't"accidentally" relinquish a decade and a halves worth of rent and you do not "accidentally" leave properties empty. You have to do it for a reason! The glaringly obvious reason is that they could manipulate the surrounding environment and encourage more residents to leave because they turned the area around Anfield stadium into a residential nightmare. It takes years of committed neglect to devalue homes, businesses, a whole communityand the quality of residents lives, LFC and Arena/Your Housing have been doing it for years. We believe this constitutes long term anti - social and anti - community behaviour. Arena/Your Housing Group and LFC have an ethical and corporate social responsibility to coexist within the community and the environment that their businesses function in - Have they created an environment conducive to their social responsibility? Is this not Corporate Negligence, and by the very nature of this particular case of negligence, is that not also anti - social behaviour? We refer you to several quotes by LFC and others, as an indication of premeditated anti - social intent: This statement shows premeditated intent: Aug 2011; LFC MD Ayer: "The right to light issue is the reason we need to take the other streets out. There is only the Main Stand and the Anfield Road Stand that could be redeveloped" This statement shows Arena Housing's predetermined policy of deliberate neglect and also proves Arena's complicity in anti - social behaviour: Feb 2012; Arena Housing’s Dave Litherland at the BNEC Centre. When asked about Lothair & Alroy Roads, Dave Litherland confirmed Arena Housing had no plans for any refurbishment works in Lothair/Alroy Roads until LFC decide what they are going to do. This statement was recorded in official city council minutes and proves Liverpool Football Club's anti-social behaviour: Nov 2012; City Council Meeting Questions and Answers. Question to Mayor Anderson from Councillor Steve Radford: Secondly, now that LFC has acknowledged they blighted the area what mechanism will be in place to ensure residents subject to buy out or CPO are compensated on market values which are adjusted to compensate them for managed blighting. We refer you to several quotes by community representatives: Patrick Duggan, chair of the Anfield Rockfield Triangle Residents Association, "They play 'You'll Never Walk Alone' but they have left their neighbours to walk alone for years." James McKenna, chair of the Spirit of Shankly supporters' union, Liverpool have played a part in derelict houses, streets boarded up. It's a blot on LFC's record." Ros Groves, chair of the Salisbury Residents Association, Many houses around Anfield have been blighted for years – a significant number bought by the football club and left empty, a source of great resentment among residents left coping with the area's decline. Rockfield Residents Association spokesperson said: Maybe if people understood that it has been the policy of the club to buy up homes and leave them empty for the past decade, they will understand the anger of the property owners left in these streets. We refer you to several quotes by local residents: Howard Macpherson, "Liverpool football club accelerated the decline, by leaving good houses empty and boarded up. It wasn't a natural decline; it was engineered." Pat McKay, "Liverpool FC have said they want to be good neighbours? They're the world's worst neighbours" Evan Roberts, Long-term decisions have been made in the interest of LFC while the wider implications of what those decisions have done to this community - have been negated. Graham Jones, accuses the club of deliberately running the area down from the mid-1990s by buying up houses in the neighbouring streets and leaving them empty. Kelle, this is only the tip of the iceberg, we have a lot of evidence that has been proven to be 100% accurate and we are more than willing to supply anyone with documents highlighting our findings.
