LFC HOUSING DEAL

LIVERPOOL city bosses plan to demolish houses left derelict by Liverpool Football Club in order to speed up the regeneration of the Anfield area.

The ECHO has learned that council chiefs are hoping to get the properties the club owns in Lothair Road for free, rather than have to spend upwards of £1m to buy them.

The club would not indicate to the ECHO whether it intended to sell the properties to the council or hand them over.

Plans seen by the ECHO suggest that the land will be grassed over as part of the wider regeneration of the Rockfield residential area which will cost around £6m and create around 3,000 'construction weeks' of work for local labourers.

The council is intending to press ahead with the refurbishment or demolition of around 250 properties in the area - more than half of which are empty. Loans of up to £40,000 will be available to homeowners to revamp their homes.


City housing cabinet member Cllr Annie 0'Byrne said the regeneration would go ahead whether LFC stayed or went. Cllr O'Byrne added: "We have stated that Anfield is our number one priority. "The club is one of the key stakeholders in the area and we are confident that they will work with us."

Residents who live in refurbished properties in nearby Tancred Road said they were pleased something would be done to improve the area. They said their homes had lost up to £50,000 in value because of the dereliction they lived amongst.

John Nolan, chair of the Rockfield Residents Association, said: "We are happy they're going to make progress.
  "The state of the area has not only been depressing house prices but people's lives as well."

An LFC spokesman said: "We have been consulted on the regeneration plans by Liverpool council. "As always we remain collaborative and supportive of any initiatives to improve our local area, but discussions at this stage would be far too preliminary to comment further.
"We remain committed to supporting our local community in all areas."

If you are unfortunate enough to live within the estimated boundary lines "the promised land" surrounding Anfield stadium, you are living in an expansion zone and not a regeneration zone. Despite what you may have read in the press or heard in official sound bites: LFC have funded the city council's plans to oust us from our homes under the dubious pretense of regeneration, because of its (LFC) long term desire to expand into your living rooms. To put it simply, the club want to increase revenue, the city council want's it's 999 year ground rent and the residents, get well and truly shafted by both of them.

1. LFC need land and over the last decade or so they've been buying as much as possible. They have added to the dereliction and abandoned look of the area by keeping scores of their properties unoccupied, boarded up and ill maintained. Over the years, LFC bought up a number of properties on both sides of Lothair Road (not just immediately behind the main stand) – but they were left to fall into decay and dereliction. The road became the target of vandals and arsonists, with 16 (not 14) separate fires in the properties over six years, causing misery to the few residents who remained. LFC land - banking dates back to David Moores' time at the club, it was adopted by H&G and until recently still existed under FSG. Someone at LFC took the decision to do this and until recently they continued to do it. LFC and FSG know how to play the "media" game - with sound bites and PR men neatly avoiding the fact that for many years they have been land-banking properties in the area therefore they played a part in creating or at least adding to the blighted problem.
2. Arena Housing (Your Housing) who are Registered Social Landlords (RSL) with a Corporate Social Responsibility, own possibly the largest number of empty properties in Lothair Road . 2a. Why is a government funded housing association with a corporate social responsibility charter - allowed to actually negate that responsibility by boarding up and neglecting their properties over a very long period of time? Arena have in the recent past, said that they won't spend money fixing their properties because LFC might want to demolish them! 2b. Has that been Arena's policy for the past 10 - 15 years? 2c. How can Liverpool football club's indecision dictate a government funded housing association's policy?
3. Liverpool City Council own properties in Lothair Road but beyond that, they hold immense power when it comes to procedures for dealing with long term empty properties. These procedures enable the council to force owners to think about the long term future of their EMPTY properties and to bring them back into use - yet not one (as far as I am aware) of these many blighted properties which are an eyesore and have had a negative effect on the neighbourhood and its residents, has had such measures implemented upon it.
